The first Patent Pre-examination Application Standard in Zhejiang Province of China was issued

The first local standard of Pre-examination Application Standard (DB3302/T 1133 -- 2022) (hereinafter referred to as Standard) in Zhejiang Province of China has been issued and implemented from October 29, 2022.

Based on the theory of intellectual property management, the Standard takes enterprises, public institutions and intellectual property service institutions within the scope of Ningbo City as the applicable objects. By taking the establishment of patent pre-examination system as the starting point, the Standards closely combines with the regional economic characteristics of Ningbo, defines the application process of patent pre-examination, and puts forward standardized requirements for application preparation, application document preparation, presentation, appointment and disposal. It avoids "formal defects" and "obvious substantive defects" that may exist in the application documents, and have strong guidance and operability.

The promulgation and implementation of the Standards will strengthen the leading role of patent pre-examination in the "rapid protection" of intellectual property rights, and is of great significance to improving the level of public services for intellectual property rights, cracking down on abnormal patent applications, and optimizing the ecological environment for innovation and entrepreneurship.
