Issuance of the Annual Work Guidelines for Promoting the High Quality Development of Intellectual Property

CNIPA printed and distributed the Annual Work Guidelines for Promoting the High Quality Development of Intellectual Property Rights (2023) (hereinafter referred to as the Work Guidelines). The objectives of the Work Guidelines propose that by the end of 2023, the goal and task of building a strong intellectual property country will be solidly promoted, the legal protection of intellectual property will be significantly enhanced, the intellectual property management system will be further improved, the quality of intellectual property creation, application benefits, protection effects, management ability and service level will be comprehensively improved, international cooperation and competition will be promoted as a whole, and the high-quality development of intellectual property will reach a new level, To provide solid guarantees for the comprehensive construction of a socialist modernized country.


The Work Guidelines propose to reduce the examination period of invention patents to 16 months by the end of 2023, with a closure accuracy rate of over 93%. In general, the trademark registration period is stable at 7 months, and the qualification rate of trademark substantive examination is over 97%.


In order to further promote the deeper integration of intellectual property right with the innovation chain, industrial chain, capital chain, and talent chain, the "ork Guidelines propose that the inclusive scope of patent and trademark pledge will be further expanded. The goal is to increase the amount of intellectual property pledge financing and the number of small and medium-sized enterprises in China by more than 10% by the end of 2023.


In addition, the Work Guidelines identify three important tasks:

1. adhere to quality orientation and strengthen the guidance of high-quality development indicators for intellectual property;

2. focus on key tasks and improve the policy system for high-quality development of intellectual property rights; and

3. strengthen monitoring and analysis, and consolidate the statistical foundation for high-quality development of intellectual property.
