RMB Fee Standards for the International Phase of PCT Applications Effective from January 1, 2026

Pursuant to the Memorandum of Understanding on the Remittance of Fees under the Patent Cooperation Treaty (PCT) signed between the China National Intellectual Property Administration (CNIPA) and the World Intellectual Property Organization (WIPO), as well as the Notice on the Pilot Program for the China–EU PCT International Search Authority Project Allowing the European Patent Office (EPO) International Search Fee to Be Collected in RMB, CNIPA collects the international phase fees for PCT applications on behalf of the WIPO International Bureau and the European Patent Office in accordance with the RMB fee standards published by WIPO.

 

I. RMB Fee Standards Effective from January 1, 2026

Based on the RMB fee standards for the international phase of PCT applications effective from January 1, 2026, as published by WIPO, CNIPA will collect the international phase fees for PCT applications in accordance with the following standards:

If adjustments to the above standards are required due to significant exchange rate fluctuations or other reasons, such adjustments will be announced separately.

 

II. Scope of Application

These standards shall apply to the international filing fee, the international preliminary examination handling fee, and the international search fee (where the European Patent Office is selected as the International Searching Authority) for PCT applications filed with CNIPA with a filing date on or after January 1, 2026 (inclusive).

With the exception of the fees collected on behalf of the International Bureau, the fee standards for search fees and other fees collected by CNIPA shall remain unchanged. For details, please refer to the Schedule of Patent Fees and Integrated Circuit Layout Design Fees published on the CNIPA website.
