(3)AIPPI World Intellectual Property Congress in Hangzhou, China

2. General Manager of Sanyou, DANG Xiaolin, was elected as Chairman of the Litigation and Dispute Resolution Professional Committee of the Beijing Patent Attorneys Association
Recently, the establishment meeting of the Litigation and Dispute Resolution Professional Committee of the Beijing Patent Attorneys Association and the themed salon on litigation and dispute resolution were successfully held. Through voting, DANG Xiaolin, General Manager of Sanyou, was elected as the Chairman of the Litigation and Dispute Resolution Professional Committee of the Beijing Patent Attorneys Association.
At the founding meeting, Chairman DANG Xiaolin and the members present jointly discussed the future development and key works of the Litigation and Dispute Committee, and raised the vision of working together with all members of the committee to tackle challenges and contribute to promoting the high-quality development of China's intellectual property industry.
3. Guangdong Provincial High People's Court released 2023 Administrative Litigation White Paper and Top 10 Typical Cases
The Guangdong Provincial High People's Court has released the 2023 Administrative Litigation White Paper and Top 10 Typical Cases. The white paper shows that in 2023, the courts in Guangdong Province received 25365 new administrative cases of first instance, marking a year-on-year decrease of 1.3; and closed 26029 cases. And 15603 new administrative cases of second instance were received, marking a year-on-year decrease of 11.8. 43374 new non-litigation cases involving administrative examinations were received, and 43536 cases were concluded, marking a year-on-year decrease of 0.52.
The attendance rate of administrative officials at all levels in Guangdong Province reached 15000, marking a year-on-year increase of 10.9. 40083 administrative actions were approved for compulsory execution, with an approval rate of 92.1.

5. A technology company sues the Dongguan Ecological Environment Bureau for administrative penalties.
6. Case of an economic union suing Foshan Natural Resources Bureau and Yanghe Town People's Government of Gaoming District, Foshan City for non-performance of administrative agreement.

4. The CNIPA issued the Statistical Analysis Report on the Patents of the Core Industries of the Digital Economy
According to the Statistical Analysis Report on the Patents of the Core Industries of the Digital Economy recently released by the CNIPA in 2023, the global number of invention patents granted in the core industries of the digital economy reached 888000, up by 11.7 year on year, accounting for 44.4 of the number of invention patents granted globally, marking an increase of 5.8 over 2016. As of the end of 2023, the global number of effective invention patents in the core industries of the digital economy was 6.524 million, accounting for 44.5 of the global number of effective invention patents.

As of the end of 2023, a total of 93 countries (regions) has 351,000 valid invention patents for the core industries of the digital economy in China, accounting for 39.1 of the valid invention patents of other countries in China. Among them, the 19,000 enterprises own 344,000. The top 10 enterprises are Japan (115,000), the United States (101,000), South Korea (43,000), Germany (24000), the Cayman Islands (12,000), the Netherlands (8,657), France (7,661), Sweden (6,391), Switzerland (4,923), and Singapore (4,536).
As of the end of 2023, among the global top 100 patent holders for effective invention patents in the core industries of the digital economy, 37 were in Japan, 26 were in China, 21 were in the United States, 7 were in South Korea, 4 were in Germany, 2 were in Sweden, 2 were in the Netherlands, and 1 was in Canada. Among the top 100 patent holders, apart from 6 universities and 2 research institutions, the rest were all enterprises.
5. The CNIPA released the Statistical Analysis Report on Green and Low-carbon Patents
The Statistical Analysis Report on Green and Low-carbon Patents recently released by the CNIPA shows that 193,000 green low carbon patent applications were published globally in 2023, with a year-on-year growth rate of 13, reaching a double-digit growth for the first time, and hitting a new high since 2017. The number of patent grants was 95,000, marking a year-on-year increase of 5.2.
In terms of the number of green and low-carbon patent applications published, in 2023, LG Group of South Korea won the first place for seven consecutive years with 7,691 published filings; China’s CATL entered the top ten in 2021 and steadily rose to 2nd place with 5,738 published filings in 2023. Following them are State Grid Corporation of China (5569), China Southern Power Grid Co., Ltd. (2285), and Panasonic Corporation of Japan (2250).
From 2016 to 2023, the total number of green and low-carbon patent applications published globally has reached 1.276 million, with an average annual growth rate of 4.7. The total number of patent grants is 649,000, with an average annual growth rate of 4.8. The number of green and low-carbon international patent families originating from Japanese applicants ranks the first (27,000, accounting for 24.3), followed by China (18,000, accounting for 16.0), the United States (17000, accounting for 15.5), South Korea (14,000, accounting for 12.5), and Germany (10,000, accounting for 9.3).
